Dr Ow-Yang was born in Sydney and attended Sydney Grammar School. He completed his first year at University at the Otago University in Dunedin, New Zealand then transferred to the University of New South Wales to complete his undergraduate medical degree.
He achieved both Bachelor of Medical Science and Bachelor of Medicine and Surgery degrees with First Class Honors. Dr Ow-Yang's internship and resident medical officer training was undertaken at The Prince of Wales Hospital, Randwick. His neurosurgical training commenced with a non-accredited posting at the St George Hospital, Kogarah. After passing the primary surgical exam Dr Ow-Yang then completed his accredited training for neurosurgery at the Gold Coast Hospital, St Vincent's Hospital, Darlinghurst, the Prince of Wales Hospital, Randwick, and Liverpool Hospital.
In 2011 Dr Ow-Yang graduated from the Australasian Neurosurgical training programme and became a Fellow of the Royal Australasian College of Surgeons. He travelled to the United Kingdom for further fellowship training in spine surgery at the Frenchay Hospital in Bristol, UK.
